Created in by Chef Paul Blangé at Brennan's
Restaurant, the dish contains vanilla ice cream and bananas cooked in butter and brown sugar which is flamed when
dark rum and banana liqueur is added. It was named for Richard Foster, then chairman of the New Orleans Crime Commission.
